minimum order quantity mass changes

As far as i know the minimum order quantity is maintained in the material master and not in the sales order. You will have to change that to have the desired result during order processing.

If you want to change the quantity in sales orders, you can do so by using the T-code MASS> Select sales orders in the object type>>Sales order item data>> quantity.,
